Financial Institutions Expand Access to Basic Bank Accounts

Some major financial institutions have agreed to enhance their services, making it easier for individuals with poor credit or no fixed address to open a basic bank account. This decision follows the identification of widespread poor practices by the Financial Conduct Authority (FCA). Basic bank accounts provide essential services like receiving wages and benefits and paying bills, although they do not include features such as overdrafts to prevent overspending.

A recent mystery shopping exercise conducted by the FCA revealed that a significant portion of experiences with basic bank accounts were rated as poor or very poor. The study found that bank account providers were not consistently offering these accounts to individuals who could benefit from them, particularly those facing financial hardship, lacking identification, or without a fixed address. Instead, customers in vulnerable situations were often directed towards online applications unsuitable for their needs, with basic bank accounts not being mentioned at all.

To address these issues, banks and building societies have committed to individual improvements, ensuring clear communication and offering the right account to customers on the first attempt. They have also vowed to simplify the account opening process for customers without standard identification or a fixed address and to identify vulnerable customers at an early stage. Currently, there are approximately 7 million fee-free basic bank accounts open in the UK.

Emad Aladhal, the FCA’s director of retail banking, emphasized the importance of banking firms improving their engagement with customers to enhance financial inclusion. He stated that the commitment from major banks to enhance the offering of basic bank accounts is crucial, and the FCA will monitor their progress to ensure positive change.

Peter Tyler, Director of Personal Banking at UK Finance, highlighted the significance of basic bank accounts as a stepping stone towards financial independence. While most customers with basic accounts have positive experiences, efforts are being made to ensure consistent positive outcomes for everyone. The Breaking the Cycle initiative, recently expanded, aims to provide support to individuals facing barriers to accessing essential banking services, such as those without a fixed address.
