Victims’ Support Charity Calls for Transparency in Early Release Notifications

A leading charity has emphasized the importance of ensuring that every victim is informed about the early release of individuals convicted of crimes against them. Victims’ Support raised concerns over the limited access to information regarding early releases, highlighting instances where survivors of sexual abuse were notified of their offenders’ premature release.

Katie Kempen, Chief Executive of Victim Support, stressed the need for victims to be prioritized in efforts to address prison overcrowding issues. She underscored the significance of keeping victims informed about changes in offenders’ sentences, stating that transparency is crucial in providing them with a sense of security and empowerment.

Currently, the Victim Contact Scheme (VCS) enables eligible individuals affected by violent or sexual offenses to receive updates on changes to offenders’ sentences. However, Ministry of Justice data reveals that a significant number of criminals sentenced to less than a year do not fall under this scheme.

The lack of transparency in early release notifications poses a risk to public trust in the justice system, according to the charity. It urged the government to ensure that all victims have access to information about alterations in offenders’ sentences and their implications.

The Ministry of Justice defended the introduction of early release measures to address prison capacity challenges. Stringent conditions, such as tagging and enhanced probation services, will be imposed on individuals qualifying for early release.

Under the new regulations, eligible prisoners may be released after serving a percentage of their sentence, with earlier release dates for those convicted of violent or sexual offenses for over four years. The government emphasized its commitment to public safety and victim support, highlighting measures to prevent the early release of dangerous offenders and enhance supervision post-release.

Efforts are underway to enhance victim support services and facilitate requests for information on offenders’ releases. The government’s engagement with victim support organizations reflects its dedication to addressing concerns and maintaining transparency in the criminal justice system.
