Andy Burnham has declared a halt to an early prisoner release initiative. The program, established in response to a crisis of prison overcrowding attributed to the previous administration, has faced recent criticism from the widow of PC Andrew Harper.
In an announcement today, the new Prime Minister emphasized the paramount importance of public safety. He disclosed that he is collaborating closely with the new Justice Secretary and has directed his team to suspend the scheduled changes set for September.
The Prime Minister asserted that no prisoners would be released under the policy until an urgent review is conducted to minimize risks to the public. Adjustments will be made promptly where necessary, he added.
Following public outcry over the potential release of two individuals convicted in the case of PC Andrew Harper, the Prime Minister confirmed that a review of the policy would be conducted. Lissie Harper, the widow of the heroic police officer, expressed deep concern that Jessie Cole and Albert Bowers, who were passengers in the vehicle that dragged PC Harper to his death, could be released soon.
Henry Long, the driver in the incident, did not meet the criteria for early release under the government’s guidelines.
In response to the situation, Mrs. Harper criticized the notion of early prisoner releases, highlighting the need for justice, accountability, and support for victims.
The early release initiative was introduced due to severe prison space shortages when the Labour party assumed power in 2024. Amid riots that summer, concerns arose that prisons would reach full capacity.
Changes to the Sentencing Act now allow for the release of prisoners serving determinate sentences after completing one-third of their term. For violent or sexual offenses, release occurs at the halfway mark.
Released prisoners are subject to stringent conditions, including curfews and electronic monitoring, with the possibility of being recalled to prison if conditions are violated.
Labour justified the initiative as a response to the prolonged prison space crisis during their governance.
Justice Minister Jake Richards defended the early release strategy in a recent statement, emphasizing the necessity of the Sentencing Act 2026 to prevent court backlogs and ensure justice for victims and accountability for offenders.
