In a recent development, the individuals implicated in a probe involving the production of explosives and firearms in London, Ont., are now confronted with 19 additional charges, as per court records submitted on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January. All four have ties to Western University, with the male individuals having backgrounds in the engineering field.
The updated roster of charges presented to the Ontario Court of Justice now tallies up to 31 distinct allegations. Some charges are collective accusations against all four suspects, while others are specific to individual defendants. The new charges encompass the possession of five particular explosive materials, possession of stolen items, and access to computer data linked to firearm production.
The intensive investigation traces back to January 24 when law enforcement responded to a trespassing incident at Western following the unauthorized entry of two men into an engineering building on campus. One individual was apprehended outside the building, leading authorities to a residence in the nearby University Heights area where the other three suspects were arrested.
Law enforcement conducted an extensive search of the residence at 212 Chesham Place, which served as the residence of Wang, Han, and Ji, as well as two additional properties in Orléans, Ottawa, and Gatineau, Quebec.
Initially, at the time of their arrest, the four faced multiple firearm charges, including firearm manufacturing and possession of loaded restricted firearms. The updated charges against Tong, Wang, and Ji now involve possession of magazines and suppressors, along with ownership of another prohibited firearm. Tong and Wang are additionally accused of handling and negligently storing a rifle.
Tong, who bears the brunt of the charges, is also implicated in events in other cities, including storing rifles in an Orléans residence, manufacturing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized location in Quebec. Court documents reveal that while Tong possessed a firearms license, some charges are related to possessing a firearm at an unpermitted location not specified on his license.
Moreover, Wang is now charged with weapon manufacturing between September 1, 2025, and January 24, 2026, while both he and Tong are accused of breaking into a Western building on October 9, 2025.
The suspects face a new set of charges for possessing explosive substances, including pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide. Initially, all four were charged with possessing precursor substances and completed high explosives.
Additionally, all four face a new charge of possessing property belonging to Western University valued at less than $5,000. Wang is individually charged with accessing computer data related to firearms or prohibited devices, specifically design files usable with 3D printers, metal milling machines, or similar systems for manufacturing devices.
The accused individuals face varying counts of charges, with Tong facing 28, Wang facing 20, Han facing 11, and Ji facing 13 allegations. While two suspects are out on bail, Tang opted not to request bail and remains in custody. Han was denied bail and remanded back into custody in February. Wang was granted bail in March under stringent conditions, including 24/7 house arrest and continuous supervision by two sureties, each posting $200,000. Ji is also out on bail without the need for sureties.
