“Northern Powerhouse Rail Funding Cap Concerns MPs”

Plans to modernize aging rail services in the North of England are at risk of exceeding a funding cap of £45 billion, according to Members of Parliament (MPs). The Public Accounts Committee has raised concerns that the initiative aimed at improving rail connections in the North could encounter similar challenges as the troubled HS2 project.

MPs highlighted significant uncertainties surrounding the project, such as journey times, frequency, capacity, the specific route of the new line, construction responsibilities, and the prioritization of investment in urban and industrial development. The Northern Powerhouse Rail (NPR) project, initially introduced in 2014, has faced alterations in scope and delayed progress due to decisions made by successive governments.

While MPs appreciated the Labour party’s revival of the scheme with a funding ceiling of £45 billion, they expressed doubts about the Department for Transport’s ability to learn from previous mistakes. Concerns were raised about the project’s early stage despite more than a decade of planning, indicating a potential risk of the Department not being able to deliver the full benefits within the allocated budget.

The NPR initiative aims to enhance connections on existing routes linking Sheffield and Leeds, Leeds and York, and Leeds and Bradford by the 2030s. The subsequent phases involve establishing a new route from Liverpool to Manchester via Manchester airport and Warrington, followed by improved connections eastward from Manchester to Leeds, Bradford, Sheffield, and York.

Clive Betts, Deputy Chair of the Public Accounts Committee, emphasized the importance of delivering essential transport infrastructure in the North. However, concerns were raised regarding similarities to governance issues seen in the HS2 project. The involvement of HS2 in developing NPR plans raised apprehensions due to past project management shortcomings.

The Treasury and Department for Transport are being called upon to clarify details regarding the £45 billion funding cap, given the project’s incomplete scoping and design. A Department for Transport spokesperson affirmed that Northern Powerhouse Rail represents a significant investment in rail connectivity, driving growth, job creation, and investment in the region. They assured that lessons from HS2 would be learned, and a meticulous, phased approach would be adopted to finalize infrastructure choices in collaboration with stakeholders.

Collaborations with mayors and the initiation of joint partnership forums to oversee project development indicate progress in advancing NPR since its announcement earlier in the year. Network Rail has commenced engineering designs, demonstrating a proactive approach to project implementation and stakeholder engagement.
