A mother from Paddock Wood, Kent, is fighting for a Blue Badge for her two-year-old son, Ronnie, who has Phelan-McDermid syndrome and hypertonia, making him immobile. Despite his medical condition, the council has denied the Blue Badge application twice. The family faces daily struggles with parking and transporting Ronnie to appointments due to the lack of accessible parking.

Charlotte Jenner, Ronnie’s mother, has appealed the decision twice, providing medical evidence of his condition. However, Kent County Council (KCC) stands by its decision, citing strict eligibility criteria set by the Department for Transport. The council requires children under three to be on palliative care or need life-saving equipment to qualify for a Blue Badge.

Charlotte emphasizes that Ronnie’s medical condition is lifelong, and the lack of a Blue Badge hinders his mobility and access to essential services. Despite multiple assessments, including a face-to-face evaluation, the council maintains its refusal.

The family’s MP, Mike Martin, has expressed concern over the situation, urging the council to review its policies. KCC defends its decision, stating that eligibility criteria are based on national guidelines and that they are open to reassessing children when they turn three.

Charlotte and her husband, Charlie, continue to advocate for Ronnie’s right to a Blue Badge, highlighting the challenges they face in ensuring his inclusion in society. They stress the necessity of individualized assessments for disabled children to receive the support they need.
