The head of the Police Federation has issued a strong warning to the Government, indicating a potential legal challenge to prevent the early release of PC Andrew Harper’s murderers from prison. Aileen O’Connor, leading the representative body for officers in PC Harper’s service area, expressed concerns that the release of Jessie Cole and Albert Bowers ahead of schedule could deeply impact the morale of active officers in the region.
PC Harper, a 28-year-old officer with Thames Valley Police, tragically lost his life in August 2019 while responding to a quad bike theft in Sulhamstead, Berkshire. The incident occurred when he got entangled in a strap attached to a car and was dragged along a road as three teenage suspects fled the scene.
Despite being convicted of manslaughter a year later, Cole and Bowers are eligible for early release, each serving 13-year sentences with the chance to be freed halfway through their terms. In contrast, the driver of the vehicle, Henry Long, received a 16-year sentence and is not eligible for early release under the Government’s current policies.
The Government recently announced certain exemptions from early release, including crimes like rape, serious child sexual abuse, and offenses related to grooming gangs. However, concerns persist as other offenders could still be released early due to mounting pressure on prison capacity, potentially hindering the ability of courts to incarcerate criminals.
A legal challenge is being considered by the Police Federation to oppose the early release of PC Harper’s killers, with plans to involve legal experts in the process. The Federation has launched a petition garnering significant support to uphold the integrity of the justice system and protect victims like PC Harper across the UK.
