“Manchester Mayor Andy Burnham Poised for PM Role”

Andy Burnham is poised to become the Prime Minister in a matter of weeks following Keir Starmer’s announcement to step down. The Makerfield MP made a significant comeback to Parliament after winning a crucial by-election. Wes Streeting, vying for leadership, threw his support behind Burnham in recognition of the growing momentum favoring the Greater Manchester mayor.

In the absence of other contenders, Burnham could assume the role of Prime Minister in mid-July without a formal Labour leadership challenge. Some Labour MPs urge him to outline his government plans before taking the top position.

A senior Labour MP emphasized the importance of Burnham articulating his vision of “Manchesterism” to the public for better understanding. Burnham’s focus on social care reform stems from his tenure as a health minister and Secretary. He aims to accelerate the publication of the Casey review on social care and advocates for a National Care Service similar to the NHS model.

Burnham advocates for a “national care levy” to replace inheritance tax for funding social care. Additionally, he envisions a significant increase in council house construction, proposing a shift in funding towards social rent homes. While maintaining Labour’s tax promises, he considers reducing national insurance contributions for specific employers.

On immigration, Burnham seeks a compassionate system but remains firm on existing policies, including measures proposed by Home Secretary Shabana Mahmood. Despite calls for change, Burnham emphasizes the need for a fair and efficient immigration process.

In his economic policies, Burnham supports taxing speculative landlords and warehouses of large firms while advocating for a wealth tax and revaluation of council tax. He plans to adhere to fiscal rules while exploring ways to reduce the welfare bill by focusing on employment support rather than short-term cuts.

Burnham’s “Manchesterism” model emphasizes local empowerment and public ownership, illustrated by the success of the Bee Network transport system. He envisions nationalizing water companies and expanding local control over transport infrastructure.

As a long-time campaigner for justice, particularly for Hillsborough, Burnham supports the Hillsborough Law and advocates for public ownership of water companies. His vision for national governance aligns with his localized governance approach and commitment to addressing economic inequalities.
