Thousands of additional students will now qualify for discounted train tickets as the eligibility criteria for railcards are expanded. In a move benefiting young people, ministers have declared that the 16-17 Saver Railcards will remain valid for a full year starting from the date of purchase, rather than expiring when the cardholder turns 18.
Effective from August 17, under the revised regulations, individuals can use the railcard up to the day before their 19th birthday. This adjustment allows them to apply for a new annual railcard up to the day before turning 18, ensuring its usability for a complete 12-month period.
Priced at £35 per year, the 16-17 Saver Railcards are accessible to students in educational or training programs. These cards offer a 50% discount on rail tickets, assisting young commuters with their travels to school, college, or work. Additionally, a separate 16-25 Railcard provides a one-third reduction on rail fares.
Previously, due to existing rules, over 70,000 students each year missed out on the maximum discount available, resulting in an average loss of £175 compared to their peers, as reported by the Department for Transport.
Transportation expenses serve as a significant barrier for young individuals entering the workforce. By expanding access to discounted rail fares, alongside the upcoming £2 bus fare cap introduced by Andy Burnham next year, more young people are expected to access various opportunities.
Rail Minister Lord Peter Hendy expressed satisfaction with the change, emphasizing its support for young people and families in reducing travel costs during critical teenage years of pursuing education, vocational pathways, or entering the job market. He highlighted the importance of making travel more affordable and fair as part of the vision for Great British Railways, aiming to create a user-friendly and value-for-money railway system focused on meeting passengers’ daily needs.
These modifications align the 16-17 Saver Railcard with other youth railcards, allowing passengers to purchase the 26-30 Railcard the day before their 31st birthday and use it for a full year.
Jacqueline Starr, Executive Chair & Chief Executive of the Rail Delivery Group, emphasized the importance of enabling young individuals to benefit from rail travel savings throughout their education journey, including school, college, and personal exploration, by extending the 16-17 Saver Railcard validity beyond the 18th birthday.
Kaynat Ahmad, National Union of Students’ Vice President Further Education, welcomed the extension of the 16-17 Saver Railcard, recognizing its importance in alleviating financial pressures related to commuting for young people, thereby supporting their educational pursuits and preventing dropouts.
The government’s commitment to addressing the challenges faced by young individuals through initiatives like the extended 16-17 Saver Railcard and the capped bus fares at £2 was acknowledged as a step towards removing transport cost barriers hindering education, employment, and training opportunities for the youth.
