Andy Burnham has emphasized that the primary individual responsible for the death of PC Andrew Harper will not be released early. Debbie Adlam, the mother of the police officer, expressed her dismay over two men convicted in connection with her son’s killing potentially being freed. PC Harper, aged 28, suffered fatal injuries while responding to a quad bike theft in Sulhamstead, Berkshire, in August 2019.
The officer perished after becoming entangled in a strap attached to a car and dragged along a rural road as three teenage suspects fled the scene. The driver, Henry Long, received a 16-year prison sentence and is ineligible for early release. However, the victim’s mother voiced her outrage at the possibility of the two other passengers in the car being released.
Jessie Cole and Albert Bowers, who were both 17 at the time, were sentenced to 13 years for manslaughter following a trial at the Old Bailey in 2020. The Ministry of Justice confirmed that both individuals might become eligible for release halfway through their sentences.
Andy Burnham stated, “I sympathize with the family; it was a heinous crime. The primary perpetrator will not be released early, but there are others involved who may face consequences. I have discussed this with the new Justice Secretary, and we will review the policy together and provide further updates.”
In an interview with The Telegraph, Debbie Adlam revealed that she received a letter from the Ministry of Justice indicating the potential reduction of Cole and Bowers’ sentences. She expressed her deep disappointment, stating, “It sickens me. Andrew’s life cannot be restored. This feels like a disrespectful blow.”
A Ministry of Justice spokesperson conveyed, “This was an atrocious crime, and our heartfelt condolences go out to PC Andrew Harper’s loved ones. The government is dedicated to public safety, actively expanding prison capacity and making tough decisions to incarcerate the most dangerous criminals.”
